As you may have seen, a serious road traffic collision occurred on Horsley Road in the early hours of 12 August, involving a car and a stationary van which was shunted onto the pavement. Thanks to Hazel Phipps for the photograph.
SKHGB has submitted a further formal objection to planning application AVA/2025/0587, as this is the very road expected to carry a significant proportion of the additional traffic generated by 200 new homes.
We have consistently raised concerns about on-street parking, restricted visibility, narrow footways, vehicle speeds, HGV movements and pedestrian safety. The latest incident also raises serious questions about the applicantโs suggestion that parked vehicles and restricted visibility can have a traffic-calming effect and make Horsley Road โsaferโ.
We have asked AVBC and Derbyshire County Council Highways to examine the collision, reassess these assumptions and reconsider whether Horsley Road can safely accommodate the substantial additional traffic generated by the development.
A single collision does not, by itself, determine a planning application - but it provides further real-world evidence of the existing constraints residents have been highlighting from the outset.

From next week, weโll be starting a new weekly Facebook series looking at one simple theme each week about the Green Belt between Kilburn and Horsley.
Each post will focus on a different reason why this open land matters - from protecting the identity of both villages and preventing them from merging, to wildlife, farmland, local roads, pressure on services, sustainability and the importance of putting brownfield land first.
The aim is simple: to keep the key Green Belt issues visible to everyone and to continue demonstrating, week by week, why this land matters and why its future deserves proper consideration.

The site lies less than a mile from the projected route of the Roman Ryknield Street, with Roman pottery previously found in the wider Horsley area. There is also evidence of medieval activity, including traces of strip fields and ridge and furrow on the site.
Weโd still like to hear from anyone who knows of historical finds made in or near these fields - pottery, coins, metal objects, photographs, family stories or anything uncovered during farming or drainage work.

As a reminder, SKHGB has written to Amber Valley MP Linsey Farnsworth raising concerns about the Governmentโs proposal to split Amber Valley.
Under the plans, Kilburn, Horsley and other southern communities would become part of a new authority with Derby City and Erewash. We are concerned this could weaken local identity and increase pressure for our area to accommodate housing growth arising from Derby and elsewhere.
SKHGB believes Amber Valley should remain together within the proposed northern authority. We have asked our MP to press ministers to reconsider the decision and to publish the evidence behind it.
We have still not received a response. We will update residents when we do.

As mentioned last week, SKHGB has submitted its formal response to Amber Valley Borough Councilโs consultation on the new Local Plan 2026-2044.
We have called for a genuinely plan-led approach, brownfield first, protection of the Green Belt and the separate identities of Kilburn and Horsley, infrastructure-first planning, and safeguards against Amber Valley simply absorbing development pressures from Derby or elsewhere.
Residents are also encouraged to submit their own views - you do not need to answer every question or provide a technical response.
